Honduras Accord did not fail

Just barely meeting the November 5 deadline, Honduran President Roberto Micheletti reported to the country in a national broadcast by television and radio that the cabinet of unity and reconciliation had been formed, despite the fact that Manuel Zelaya refused to provide any nominations for the new cabinet. Surrounded by dozens of smiling members of political parties and civic groups, Micheletti appeared pleased and concluded his speech with 'Viva Honduras!' three minutes before midnight.

During his speech, Micheletti explained that at the beginning of the week, nominations were requested from the principal political parties, the presidential candidates, sectors of the civil society, and Manuel Zelaya. He said that all nominations were carefully considered and that the final list represents the broad range of ideological and political interests, strictly in compliance with the Tegucigalpa-San José Accord.

Micheletti did not announce the individual names as they must be approved by the Verification Commission, although the proposed cabinet already "enjoys the most ample participation and approval of the different sectors of society and political parties". Additionally, he left it open as to whether the 'zelayistas' could send their nominations after the deadline.

Earlier in the day, Micheletti's ministers all offered their resignations to make way for the newly selected cabinet, though it is expected that some individuals may continue. Micheletti's existing cabinet includes members of both major parties as well as several cabinet members who had been named by and served under Zelaya previously. The two largest political parties expressed their confidence in Micheletti by suggesting that he was at liberty to name the persons that he considered suitable to continue with his responsibilities.

Rafael Pineda Ponce, Minister of the Presidency, personally delivered a letter to Zelaya earlier this week respectfully asking for his nominations for the Unity Government. Zelaya proclaimed that action to be "an aggression, an offense" and refused to reply with any nominations, insisting that he must be restored to office before the unity government could be formed.

Yesterday, an OAS representative stated that "there is no climate for ultimatums". Previously, former Chilean President Ricardo Lagos (official OAS representative to the commission) confirmed that the formation of the unity government was the first step to reconciliation and separate from the question of the restoration of Zelaya. Lagos also suggested that this is the time to put aside differences and look to the future of Honduras for Hondurans.

The commission continued to wait for Zelaya's nominations throughout the deadline day well into the night. During the 9 p.m. channel 5 news, it was announced that US Ambassador Llorens and OAS representatives left the meetings to go the Brazilian Embassy in an attempt to obtain nominations from Zelaya. They were not successful.

Today, international headlines everywhere read that the pact "failed", "fell apart", or "collapsed". I don't agree with that conclusion at all. The media seems to be relying almost exclusively upon statements of Zelaya and his followers.

Not even the terribly biased and ineffective OAS can allow Zelaya to single-handedly sabotage the Accord while everyone else is making heroic efforts to comply with it. Zelaya could have participated and worked toward reconciliation of Honduras. Instead he and his followers chose to issue demands and deadlines not provided for in the agreement using offensive and divisive language.

Can the future of a country be held hostage by one man who obviously
only has his own personal interests in mind? I don't think so.

However − though I am loathe to quote these unreliable sources − Zelayista-funded CholusatSur TV and Radio Globo report that today US Ambassador Hugo Llorens has said that the parties must return to the dialogue table regarding the restoration of Zelaya.
CholusatSur TV and Radio Globo have been issuing false information for four months, and particularly since the Accord was signed, including even blatantly mistranslating a US State Department press briefing for their audience.

If true, this is a very, very strange and contradictory comment coming from a high level official of the US government which has already stated its support for the signed Accord. Since it has already been agreed − at Mel Zelaya's request! − that the Congress is responsible for that decision, to imply that renegotiation is needed indicates that the US does not respect the Honduran solution after all.

If the OAS and US do continue to support the celebrated Accord for which which they issued lavish congratulations to each other, it is time for them to issue clear and concise statements to the zelayista media and to make a call for a stop to the disinformation campaign.

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, issued a statement today indicating that he "deplored the disruption to the process of implementation of the Agreement reached in Tegucigalpa on October 30. “The measures approved in the Agreement are clear and were signed by the parties of their own free will. I hope they will be met without further subterfuges to reestablish democracy, institutional legitimacy and peace among Hondurans,” Insulza stated."

That is NOT a clear statement and has already been used by these unethical media sources as official OAS condemnation of Micheletti. Insulza has never hesitated to direct his condemnations to the "de facto government". It is now time to make it clear that Zelaya is the person who is disrupting the process of reconciliation. To do otherwise is irresponsible and the OAS should be held responsible for any further destabilization of the country.

Failure of the OAS and US to issue clear statements is causing severe discord and discontent in Honduras. Previously Ambassador Llorens found it completely acceptable to publicly chastise Radio Globo for antisemitic comments. Surely the current situation and potential for violence merits the same attention.

I'm sorry, but even my dog has figured out that Zelaya only has his best interest at heart (and she doesn't even read all that well). He will never live up to anything that is agreed upon, he will never agree with anything or hold to anything other than him getting TOTAL control of whatever HE wants. The US media and the the US State Dept's (the entire US admin included) roles in this have been shameful and deplorable. That's OK, I'm sure they'll do better with health care.

I have read everything that I can find on the developing situation in Honduras. Even the lying MSM is having to admit that Zelaya refused to submit his delegates for the formation of a unity government. What else can the Honduran government do, but move forward without Zelaya's cooperation in order to comply with the 30 Oct. agreement? Or else, the leftist MSM would be quick to blame Micheletti and the so-called "coup" government. In fact, Ian Kelly, spokesman for the US State Dept. (if I can believe what I read) has heaped blame on both sides for the "cooperative failure".

Hopefully, our misguided administration must have had a belly-full of Zelaya by now. It is clear to everyone that he is the problem. Sen. Jim DeMint has now released his hold on Shannon as ambassador to Brazil, and the senator has received assurances from the adminstration that the 29 November elections will be recognized by the US, even if Zelaya is not restored to the presidency.

It would be difficult to imagine that the US would now takes sides with Zelaya and his enablers. One would hope that they are not that stupid, but we have already seen this administration abrogate a treaty in Eastern Europe over missile defense.

There are plenty of US citizens that are outraged by the US-caused confusion and destabilization in Honduras. I can assure you that we will keep writing to our congressmen and women to ensure that there is no backsliding on the agreement and to recognize the Honduran elections.

It is over. Zelaya will be a pain in the butt.
He needs to be ignoed. He is the six year old that will not stop crying. The intenational community find there way out which was a deal of anykind. Based on that deal they are accepting elections and there is nothing Uncle Hugo or Mel can do but dance!
Back when Mel started Hallucinating at the Brazilian Embassy things starting turning around. Now the blessing in disguise is on the way. Honduras will soon be looked at as a safer to place to invest.

LG, I wonder if the US people aren't worried to have a joke of a State Department, sorry but I was trying to find a kinder adjective. What is going on? what are the stakes?, can somebody PLEASE tell me WHY Zelaya, why he is so important. I don't understand...

I think even the OAS or the State Department can ignore Mel's instability any more. He may have been able to get by on his dubious charm for awhile, but the real Mel will show through in the end. Hanging out with the likes of Chavez should have been a clue, the constant flip-flopping and denials of the same should have been an indicator. But imprisoning himself in the Brazilian embassy would have to be the clincher. Genius move, Mel! I can't wait for what's next.

Guess the US is following through with their end of the deal - maybe they finally recognize that there is just no value in accepting the word or signatures of Z'liar!

I think that when they called in Thomas Shannon, the State Dept. had finally realized that they had screwed the pooch on their handling of the situation in Honduras. Shannon's job was to work out a manner in which the U.S. could save face and Honduras could get what they wanted, which was for their elections to be recognized.

Given that Shannon has been the State Department's expert on LatAm for some time now, I can't believe his opinion was solicited. I can just imagine his response when Hillary told him what she wanted him to do: "So, you refused to listen to me at the beginning and NOW you want ME to go clean up YOUR mess???!!!"

I want to believe that Hillary's mishandling of this was due to incompetance. The alternative involves the "T" word, and I really don't want to believe that.

I hope that there will be an internal investigation within the State Department to discover how they got it SO wrong. I think there will also be a congressional investigation as well.

As a recovering lawyer, I would like to make 2 comments about the so-called "Accord".
First, as is proving true, a vague agreement such as this one is almost worse than no agreement because, without clear concrete steps and definitions, the vagueness allows both sides to pour into it their own expectations and needs, giving everyone an unrealistic sense of security that something was actually decided and that something will actually happen.
The vagueness we are faced with today consists in the unfortunate fact that the agreement left undefined as to EXACTLY who or what was to form the unity government (Micheletti, Zelaya, both, OAS, UN or ????)and EXACTLY how it was to be done. Absent concrete defitions, as the current President Micheletti naturally took the lead.
Although Mel is obviously delusional in insisting that he first must be restored so that HE can form the unity govt (THE ACCORD CLEARLY SEPARATES THE 2 POINTS), Zelaya has now seized upon that little bit of vagueness as to procedure to bring his media circus back to town, and its not surprising that Obama's leftist minions are rushing in to placate the spoiled little 6 year old.
The accord has other, more serious, ambiguities and vaguenesses that could and should have been avoided had the parties wanted to, and (if the present impasse is solved) can lead to further impasses down the road. Just to name two, does the CN have the authority to ignore the contents of the pending opinion of the Supreme Court? Also, by not putting a deadline on the restitution vote by CN, both the voting on Nov 29 and the installation of the next President in January 2010 are unncessarily put in jeopardy of leftist riots.
My second main comment about the so-called Accord is that its useless to make agreements with cads such as Zelaya, who can and will ignore, twist or break agreements at will, without compunction, especially when there are no sanctions stated in the agreement that a competent judicial authority has the power to, and is willing to, enforce. History teaches us that all leftists act that way, from Lenin on down to Chavez. The means always justify the ends for that crowd.
Why did the parties sign this thing? It is clear to me that the current govt signed just to get US aid and international approval flowing again, perhaps with the knowledge that it was too vague to accomplish anything else, and who cares because the new elections will occur and life will go on, sans Mel. But what did Mel accompish by signing this? I really dont credit the drug thing about his son, because if the US had the goods on the kid, it would proceed regardless. If Mel didnt intend to abide by the accord, what did he gain by signing? Why didnt he just continue to play the clown and martyr? That act was playing good with Obama and OAS--why change? Now he looks really bad, even to his handlers.
I would like to hear any comments on my thoughts.

One more point from the recovering Gringo lawyer: another big vaugeness in the Accord is what happens to the criminal charges against MZ IF he is reinstated? I ASSUME THAT THE CHARGES WILL STILL STAND IF CN VOTES NOT TO RESTORE HIM. But in either case, can CN force the prosecutor to dismiss the charges? (Separation of powers not withstanding, we see how the 3 branches of govt in latin america usually "rally round" and work hand in hand to acheive the desired result).
If the charges are not dismissed, can MZ be arrested and jailed as soon as he leaves the brazilian embassy, heading for the presidential house to resume the Presidency? What fun! Can't wait to see what happens. Much better than a TV soap. It would be funny if it weren't so serious.

Have I been engaging in fantasy, or have the Honduran newspapers recently been referring to "President" Micheletti and "former President" Zelaya more frequently?

Any damage there from Hurricane Ida?

Yes, that is your fantasy. Five of the online newspapers refer to Micheletti as president or sometimes 'interim president' and Zelaya as former president. I'm not sure what terms El Tiempo uses.

Here in La Ceiba, we had a little rain today, that's all.

In Tegucigalpa there is a rumor that Zelaya was going to leave Honduras this weekend. People were saying that he is going exiliated to Spain ????
